How is the Grundsteuer (property tax) calculated in 2026?
Since the Grundsteuer (property tax) reform of 2025, a new calculation model has applied in Germany. The Grundsteuer is determined in three steps:
The Finanzamt (tax office) values your property under the federal model (Bundesmodell) or a state model. The property value is based on the Bodenrichtwert (standard land value), the plot area and the statistical Kaltmiete (rent excl. utilities).
The property value is multiplied by the Steuermesszahl (tax rate factor). For residential properties this is 0.31 ‰ (federal model). Some federal states have their own factors.
The Steuermessbetrag (base tax amount) is multiplied by the Hebesatz (municipal multiplier) of your municipality. Hebesatz rates vary widely — from 200 % in small municipalities to over 900 % in large cities.

What changes with the Grundsteuer (property tax) reform?
The Grundsteuer (property tax) reform came into force on 1 January 2025. The most important changes:
- Revaluation of all properties — Around 36 million properties were revalued
- Federal model as the standard — Some federal states use their own models (Bavaria, Baden-Württemberg, Hamburg, Hesse, Lower Saxony)
- Revenue neutrality — Municipalities are to adjust their Hebesatz rates so that total revenue stays the same
- Residential properties favoured — Lower Steuermesszahl (0.31 ‰) than commercial properties (0.34 ‰)
